The National Bank of Ukraine and Mastercard, a global technology company in payments industry, have agreed to work together to strengthen the cyber resilience of Ukraine’s financial sector. This goal is reflected in the arrangements outlined in the Memorandum of Understanding between the NBU and Mastercard. Sergiy Nikolaychuk, NBU First Deputy Governor, Oleksii Shaban, NBU Deputy Governor, Ailish Campbell, Executive Vice President, Public Sector, Mastercard, and Inga Andreieva, General Manager, Ukraine & Moldova, Mastercard, have held a meeting that focused on key areas to pursue in this field of cooperation.
“The financial sector’s cyber resilience is an important element of ensuring financial stability and the continuity of financial services. Efforts to deepen cooperation with an international partner such as Mastercard will amplify the Ukrainian financial institutions’ capacity to counter current cyber threats and take financial infrastructure protection to a new level,” said Oleksii Shaban, NBU Deputy Governor.
Coordination of efforts between the NBU and Mastercard as they implement the Memorandum of Understanding will help strengthen the cyber resilience of Ukraine’s financial ecosystem, implement international cyber protection standards effectively, develop innovations, and digitalize financial services further.

The signing of the memorandum with the National Bank continues our comprehensive digital country partnership with the Government of Ukraine and marks an important step toward strengthening the cybersecurity of the financial ecosystem. This area of collaboration between the NBU and Mastercard is primarily intended to:
- develop joint initiatives to promote best practices in cybersecurity in the Ukrainian financial sector
- exchange data on and analytical insights into modern cyber threats in order to improve the assessment of risks and the planning and implementation of projects that shore up the cybersecurity of financial services
- improve cybersecurity competencies, such as preventing cyber threats, responding to cyber incidents, and implementing safe digital practices.
In November 2025, the Ukrainian government and Mastercard signed a Memorandum of Understanding to launch the Digital Country Partnership program in Ukraine to promote its digitalization. This initiative aims to accelerate the country's digital agenda by leveraging Mastercard's expertise in payments innovation, digital infrastructure, and cybersecurity solutions.
